Provision Of Geoinformatics Application Development and Participatory Planning Services for The Network of Sustainable Islands – Dafni in The Framework of The Implementation of The Research Project “DIALOGUES”
GET successfully implemented the project “PROVISION OF GEOINFORMATICS APPLICATION DEVELOPMENT AND PARTICIPATORY DESIGN SERVICES” for the DAFNI Sustainable Islands Network. The scope of the project was the development of software and applications of geoinformatics and participatory design that took place in the framework of WP6 – Active Research in Citizen Action Labs of the research project DIALOGUES in the context of the development of the Greek Citizens’ Action Workshop. This work package targeted citizens and stakeholders who would co-create a clean energy transition agenda during a series of events.
In a liberalized electricity market with regulatory and technical constraints due to insularity, the transition to clean energy of the Greek islands faces specific difficulties. Islands often become areas of conflict over the location of renewable energy plants, as local authorities, stakeholders and citizens are rarely part of the planning phase. The local authorities of the Greek islands have shown their desire to become pioneers in the EU’s vision for decarbonisation by participating in the Pact of Islands, the Covenant of Mayors and recently the “Clean Energy for EU Islands”. As part of the latter, they commit to developing a Clean Energy Transition Agenda (CETA). The DIALOGUES project involved three Greek islands in the Citizens’ Action Lab, which were selected following a call for expressions of interest. Starting from their then current energy identity, the participants developed with the help of solutions developed by GET, augmented reality and alternative scenarios a vision for a sustainable energy future for their island.
More specifically, the tasks implemented by GET in the context of this project included the following:
- Implementation Study in the context of which a detailed recording of the requirements regarding the system under development was carried out
- Development of participatory planning application integrated into the existing Spatial Information Infrastructure (SDI) of Islands. The application supports the presentation and analysis of appropriate solutions, proposals and ideas and helps in prioritizing interventions as well as calibrating the opinion of participants. The platform serves different types of participants, such as the general public, residents, professionals, specialists, scientists, competent bodies, employees of municipalities, etc. It is noted that it was developed as Free / Open-Source Software, taking full advantage of the existing SDI and integrated into it.
- Development of a modern application for the visualization of freely available data of the Geo-Information Map of RAE. A new application was developed that uses the freely available data of the Geospatial Data Infrastructure and provides them in a new, improved and upgraded environment, which allows more effective communication and presentation of projects to users, giving great importance to the ability to search and visualize projects based on the category it belongs to, the area, their size as well as the stage it is at in terms of licensing and construction.
- Creation and integration into the existing Geospatial Data Infrastructure (SDI) of Islands of a measuring photographic background with a total length of 82km for Kythnos. GET created and integrated into the existing Ministry of General Staff of the Islands a measuring photographic background, along part of the road network of Kythnos that was determined during the implementation study. The project concerned the collection of photographic documentation aiming at the possibility of panoramic imaging of points that can be used for the implementation of RES projects. The recording was achieved with the method of mobile mapping technology with a vehicle through photogrammetric methodology.
