Development of Geospatial Data Infrastructure of the Municipality of Aigaleo

PROFILE

Name: Municipality of Aigaleo Website: https://www.aigaleo.gr/ The Municipality of Aigaleo has a total area of 650 hectares, of which the statutory area covers 538 hectares. The area of the non-statutory section of 112 hectares concerns the area of Eleonas, the largest part of which is occupied by large industrial and handicraft facilities. Aigaleo is one of the oldest municipalities in Greece and has always been a pole of attraction for settlers. Its population, according to the 2021 census, is 65,831 inhabitants. It has a central character in the urban complex of Athens. It is a transport hub, since it is intersected by roads of international and national scope, and hosts 3 Metro stations. Aigaleo is undoubtedly a city with a historical course and future. In the 21st century it seeks a balance between man and the environment, society and development, modern culture and history.

GET successfully implemented the project “Development of Geospatial Data Infrastructure of the Municipality of Aigaleo”, which aimed the development of a modern geoinformation system through the appropriate planning, programming, organization and management of the data of the Municipality.

The SDI that was developed, bases its operation on the creation of databases, where geospatial data of the Municipality were integrated. All data is made available through web services based on open standards, facilitating interoperability and communication with third party systems. Access to the data is provided through a Geoportal, which allows, among other functions, the visualization, downloading and analysis of the data.

The infrastructure currently includes 645 levels of information, with the documents covering individual thematic categories, such as: City Plan – Implementation Acts, Building Terms, Land Use, Municipal Property, Forest maps, Cadastre Land Parcels, etc.

The system serves the internal needs of the Services of the Municipality, but aims mainly to serve the public (citizens, engineers, professionals, institutions) and to democratize access to information.  Users have easy access to the desired information through a dedicated web platform. Just with a single “click” anywhere on the map, the user retrieves a wealth of information regarding:

  • Town planning regime (Town Planning – City Plan, Modifications, Building Conditions, Land Uses, Diagrams, etc.)
  • Implementation Acts, Implementation Corrective Acts and their relevant diagrams
  • Technical Reports, Implementation Charts, Actuarial and Endorsement Acts
  • Cadastre Land Parcels

In addition, during the implementation of the specific project, the following mechanisms and applications were developed  for the further utilization of the Infrastructure and the facilitation of the transacting parties: a Data Entry Mechanism of the e-licenses application (TEE), a unit for granting/printing an extract of the General Urban Plan, a unit for granting/printing an extract of the City Plan, a unit for the granting/printing of a supporting document for the permissibility of use,  a Printing unit.

Finally, the Information & Extroversion Unit was developed, targeting the creation of an online website through which the extroversion of the system and the ability to interact with users is improved. The website contains all the information about the YDOM of the Municipality of Aigaleo and has possibilities of constant updating by the executives of the Building Service, while it is organized to provide, in addition to the above, access to the application templates as well as to the SDI.

The system evolves and is systematically enriched, being a key pillar of the digital strategy of the Municipality.  The implementation of the geographical system has been based on the use of open-source software, achieving huge savings and ensuring the possibility of thematic and functional expansion.
